Following the recent arrests of several female content creators and fitness influencers under the charge of “violating family values,” the Egyptian Center for Women\u2019s Rights (ECWR) is raising critical legal questions regarding the principle of legality and the rule of law.<\/p>\n

ECWR highlights three primary concerns:<\/p>\n

  1. The Lack of a Clear Definition for “Violating Family Values”<\/strong><\/li>\n<\/ol>\n

    ECWR calls upon the Public Prosecution to provide a precise, comprehensive, and legally binding definition of what constitutes a “violation of family values.” A clear definition is essential to ensure:<\/p>\n

      \n
    • Clarity and specificity for all citizens.<\/li>\n
    • Universal and equal application of the law.<\/li>\n
    • Prevention of overreach or personal interpretation by authorities.<\/li>\n<\/ul>\n

      Current practice reveals a stark inconsistency. Some creators are detained for dancing, while others are targeted for their manner of speech, all without a stable legal standard. This ambiguity threatens the principle of criminal legality, which dictates that crimes must be strictly defined by law rather than left to shifting social pressures or individual opinions.<\/p>\n

      1. The Rise of “Vigilante” Reporting and Biased Complaints<\/strong><\/li>\n<\/ol>\n

        ECWR demands clear regulations for handling “public morality” complaints filed by individuals to ensure they are not used as a tool for social guardianship. ECWR recommends:<\/p>\n

        • Establishing criteria to determine the seriousness and legitimacy of a report.<\/li>\n
        • Distinguishing between genuine legal complaints and malicious or biased reports.<\/li>\n
        • Ensuring that reporting mechanisms do not specifically target women or restrict personal freedoms.<\/li>\n<\/ul>\n

          Currently, we see a troubling pattern: reports targeting women\u2019s appearance or personal behavior are acted upon swiftly, while documented reports regarding the systemic insult and incitement against women often go unaddressed.<\/p>\n

          1. Selective Enforcement of the Law<\/strong><\/li>\n<\/ol>\n

            The current application of the law raises serious doubts about equality. ECWR notes that:<\/p>\n

              \n
            • Mainstream media content\u2014including sports programs\u2014often features blatant bullying, insults, and sexual innuendos without legal consequence.<\/li>\n
            • In contrast, criminal proceedings are initiated against individuals in cases where the “harm” is far less evident.<\/li>\n<\/ul>\n

              ECWR has previously filed formal reports against platforms that systematically insult women using derogatory terms (such as “Nawashez” or “Court Divorcees”) and those that slander Family Court judges. Despite the severity of these actions, no similar legal measures have been taken against them.<\/p>\n

              Demands from the ECWR<\/strong><\/p>\n

              Nehad AboelKomsan, ECWR\u2019s Chairwoman, urges the Public Prosecution to:<\/p>\n

              1. Issue a definitive legal definition of “violating family values.”<\/li>\n
              2. Create a regulatory framework for individual complaints to prevent their misuse.<\/li>\n
              3. Ensure equal application of the law without discrimination or selectivity.<\/li>\n
              4. Prioritize crimes involving incitement, collective defamation, or clear violations of human dignity.<\/li>\n<\/ol>\n
